Elected in the November 2010 election as State Representative for the 157th District, Warren was born and raised in Tredyffrin Township, not far from Devon Elementary and T/E Junior High, schools he would attend before going to the Phillips Exeter Academy for high school. He learned early from his parents the values of education, hard work and helping others. Warren’s mother, Ann, is well-known as a 35-year volunteer with the Devon Horse Show and Country Fair, including serving on the Board. During high school and college, Warren worked at local establishments like Binni & Flynn’s Restaurant and the Waynesborough Golf Club on the grounds crew. A graduate of Yale University, Warren also studied in the Far East and, during college, was a volunteer teacher in English to students in both Taipei and Hong Kong.
After returning from the Far East, Warren attended Emory University School of Law. Upon graduation, he came home to Pennsylvania and began a career that has always involved serving the public.
Warren worked at keeping our families safe from crime first as a Deputy Prosecutor in York County and then as an Assistant District Attorney in Philadelphia. It was in the District Attorney’s office that Warren met his wife, Megan. Together, they returned to Chester County – with Warren joining White and Williams, LLP, where he continues to work today, and Megan joining the Chester County District Attorney’s Office.
After moving back to Tredyffrin Township, Warren continued his public service – this time by volunteering as a member of the Township Zoning Board. After serving for 2 years in that post, Warren was encouraged to run for Supervisor by his neighbors and was elected in November 2003 and re-elected in 2007.
As a member of the Board of Supervisors, Warren built a proven record of bringing strong fiscal discipline to government while still providing residents with the services they need. During his tenure, township debt was reduced and tax increases were held to the lowest among area municipalities. While Chairman of the Board in 2009, Warren passed a no tax increase budget by actually shrinking the size of government.
In Harrisburg, Warren has continued this fiscally responsible record, putting Pennsylvania back on a strong fiscal foundation while working to prioritize spending on vital services like education and taking the first steps to make our state competitive in the national jobs marketplace to foster economic growth. As Representative, Warren has also worked hard to listen to and work with local residents to ensure their concerns, ideas and views are brought to the table in the state capital.
Today, Warren and his wife are raising their two children in Paoli. As a son, husband, father and taxpayer, he understands the challenges faced by working families and seniors – challenges over making ends meet, worrying about the future we leave our children and more. It is this understanding that carries with him everyday to Harrisburg. It is this understanding that he uses to help make a positive difference for all of us.
